Is it legal to download YouTube thumbnails?

Thumbnails are hosted publicly by YouTube and viewing them requires no login. Downloading one for personal reference, commentary, or fair-use purposes is generally fine. Reusing someone else's thumbnail artwork commercially without permission can raise copyright issues, since the creator owns the image.

Why is there no Max HD (1280×720) option for some videos?

The maxresdefault file only exists if the original uploader provided a source video at 720p or higher. Older or low-resolution uploads may only have hqdefault (480×360) or smaller available.

What image format are YouTube thumbnails in?

YouTube thumbnails are served as standard JPG files, so they open and save correctly on any device without extra conversion.
